The Health Network Programme
Free Nationwide Calling and Directory Services for Health Professionals
 
 
PROGRAMME GOALS, DESIGN & BENEFIT
 
The Programme motto is “One health worker can impact thousands of patients. A network of practitioners changes the lives of millions.”
 
The main objective of the Health Network Programme (the “Programme”) is to support you in your work as a health professional by providing you with the ability to make free calls and send free text messages to your colleagues; and receive information, guidance and advice as needed. In order to support you in your work, and improve health worker communication and patient care in Tanzania, the Programme is registering a free nationwide calling network of doctors and dentists, assistant medical and dental officers, clinical officers, dental therapists and clinical assistants, covering every facility in Tanzania. This programme is brought to you by the Tanzania Ministry of Health, Community Development, Gender, Elderly and Children (the “Ministry”), IntraHealth International (“IntraHealth”), the Medical Association of Tanzania and Vodacom Tanzania Limited (“Vodacom”), collectively “we” or “us”. The Programme allows you to join using your own phone with a Vodacom SIM card by dialing *149*24# and following the registration steps.
 
The Ministry has requested assistance in setting up this Programme for you. A similar free nationwide calling network for every doctor was successfully established in Ghana and Liberia. Now, nearly every doctor in each country is part of the network. With over 4 million calls made since 2008, physicians have supported each other to improve patient care countrywide.
 
As you know, with a shortage of health practitioners in many countries, health workers like yourself and your colleagues often practice alone and serve patient populations ranging from 5,000 to 150,000 people. In order to strengthen health systems and improve patient care, the Programme allows all health workers registered in the programme to use their mobile phones to seek guidance and advice by connecting them to a network of every other registered practitioner in the country.
 
We hope access to free calls and SMS is of interest to you and that you will join your colleagues in creating the world’s largest network of health practitioners. Through this Programme we hope to determine whether access to a free calling network and directory services for health professionals will improve patient care by bettering the communication and collaboration amongst health workforce of Tanzania. We aim to study the changes in level and nature of medical communication due to the use of the Programme so that we can serve you better now and in the future. Your feedback and recommendations are important and welcome. Please let us know how the Programme serves you best and how you think we can improve.
 
PARTICIPATION
 
We are asking you to be involved in the Programme to enhance the quality of health care services available in Tanzania and to determine the benefit to you as a health professional. The purpose of these Terms & Conditions is to give you the information you will need to help you decide whether to be in the Programme. Please read them carefully.
 
Your involvement in this Programme will help us to improve the services developed for, and provided to, health professionals to support you and your colleagues in your jobs.
 
If you agree to be in this Programme, the following will occur:
  1. You will be registered as a participant in the Programme.
  2. You will be able to make free calls and send free text messages to your fellow health workers who are participating in the Programme.
  3. Starting three months prior to your registration and lasting for the duration of the Programme, you grant permission to the Programme Research Team (PRT) of IntraHealth and the Ministry to anonymously analyze the usage patterns of your mobile phone calls, text messages and mobile services transactional data from Vodacom and other telecom operators to study the changes in level and nature of medical communication due to the Programme. GENERAL
 
  1. Participation is voluntary. You may choose to exit the Programme at any time with no penalty by notifying us at info@healthnetwork.co.tz. Your information will be kept anonymous, and will only be shared with our team of researchers. Your participation and data will not in any way affect your employment status.
  2. These terms and conditions will be governed by and construed in accordance with the laws of Tanzania, and you shall submit to the jurisdiction of Tanzanian Courts.
  3. These terms and conditions, as varied by us from time to time constitute the sole agreement between yourself and ourselves. Where a specific agreement has been signed between yourself and ourselves which contain similar terms and conditions the provision of such specific terms and conditions shall take precedent in the event of conflict or inconsistency. Please refer to the Programme website for any revisions to these Terms and Conditions. By continuing to access or use the services after those revisions become effective, you agree to be bound by the revised Terms.
 
INFORMATION, LIABILITY AND INDEMNITY
 
  1. By participating in the programme you allow Vodacom to give your communications details, including but not limited to, all calls and/or all SMSs and/or any other information to IntraHealth and/or the Ministry and Vodacom may not filter the communication under this Programme. As stated above, your identifying information will be kept anonymous, and will only be shared with the PRT.
  2. Vodacom shall not be liable in any way whether to you as health worker or any third party as a result of providing communication details as stated in the aforesaid paragraph 1.
  3. You as health worker testify that your participation in the Programme is at your own free will without any kind of duress and therefore desist to bring and/or institute any claim against Vodacom in relation to divulging your communication privacy in the phone number in use in the Programme.
  4. You indemnify and hold the Ministry, IntraHealth, MAT and Vodacom including but not limited to all representatives and affiliates harmless against all and any loss, liability, actions, suites, proceedings, costs, demands and damages of all and every kind, (including direct, indirect, special or consequential damages), and whether in an action based on contract, negligence or any other action, arising out of or in connection with the failure or delay in the performance of Services offered, or the use of Services whether due to our negligence or not.
  5. You indemnify the Ministry, IntraHealth, MAT and Vodacom, including but not limited to all representatives and affiliates, against any liability for a claim brought or instituted by any party or third party against us as a result of giving the communication details or divulging any information under this Programme related to your number.
 
COMPENSATION & BENEFITS
 
You will not receive compensation for participating in this Programme. By participating in this Programme you will receive the ability to freely call and use 50 free SMS per month to communicate with participating colleagues.
 
In addition, you will have free access to 5 websites with health-related content and other additional services. You will be provided with the website addresses shortly after registration.

ACCEPTANCE OF THE TERMS AND CONDITIONS
 
By choosing YES during the Programme’s USSD registration process and/or included on physical registration forms, I hereby state that I have read these terms and conditions and agree to be bound by them. I choose to allow my phone number to be activated to the Programme and will utilize it as needed for free calling and texting to other health workers who are also members of the Programme.
